Controlling corruption: auditing versus community participation (pdf 205kb)
This article looks at a method devised to measure corruption and used to evaluate alternative strategies to reduce corruption on an Indonesian road-building project.Two types of strategies were tries; encouraging community participation and increasing the probability of audits.
