Voice and choice : opening the door to environmental democracy (pdf 3.4mb)

This publication assesses the progress governments have made in providing access to environmental decision-making and, in the hope of moving forward, evaluates what hurdles remain and how they might be overcome.

It represents the culmination of several years of research, experimentation, and reform by governments, civil society organisations, and industry in implementing access to information, public participation, and access to justice in decisions that affect the environment.

It is an interim report of the Access Initiative, and captures the results of the network's first efforts to assess the adoption and implementation of environmental access rights.

The final chapter presents next steps for governments in implementing access rights, along with ideas to use to promote these reforms more generally.
