Achieving universal primary education by 2015: a chance for every child (pdf 2.1mb)

This study assesses whether universal primary education can be achieved by 2015 and identifies costs and strategies to support this goal.

The authors researched the 55 largest low-income countries in the world and identified educational system characteristics that resulted in high levels of primary enrollment and completion.

Based on this analysis the researchers identify the costs necessary for achieving universal primary education and the implications for donors. The report can be used for educational planning in support of Education for All.
