Australian Development Gateway

The Australian Development Gateway (ADG) strives to support members of the development community in their efforts to reduce poverty and enhance sustainable development in the Asia Pacific region. The site has been created with participation from members of government, private, academia and non-government organisations. User feedback mechanisms have been incorporated to guide future directions of the site. The site is optimised for low bandwidth access to enable the widest participation throughout the Asia Pacific region.

What determines the choice of aid modalities? (pdf 750kb)

The paper is part of a wider project theme by the Swedish Agency for Development Evaluation on: Aid modalities - relative effectiveness and complementarities.

This is the first of a series of studies focusing on the composition of aid modalities. It discusses the conceptual and contextual background regarding aid modalities and incentives.It then proposes a framework for assessing incentive structures relevant for decisions on aid modalities.  The paper also provides guidance on the general application of the framework at systemic and organisational levels.

The paper is intended to form the basis for later country case studies and initiate discussion about implicit and explicit factors influencing aid modality patterns.
