Three-Cs.net: evaluation of coordination and complementarity of European assistance to local development (pdf 80kb)

This paper (No. 6) is one of six final reports from the 3Cs joint evaluation studies that reviewed European donors' coordination, complementarity and coherence for development (Maastricht Treaty precepts)  - how they were applied in practice and with what impact.

The five main findings of this report cover: the relationship and context-based nature of the performance of coordination; the lack of perceived value in coordination; inadequate policies, systems, processes, tools and resources; the lack of understanding on coordination obligations; and, marginal positive effects/impacts of coordination on development.

The report proposes key 'enablers' and main ways forward to improve EU coordination.
