Development Effectiveness
Evaluation of the implementation of the Paris Declaration (executive summary) (pdf 760kb)
This report is a synthesis of nineteen evaluations: eight country level evaluations of actual implementation of the Paris Declaration; and eleven donor and multilateral development agency evaluations of how the Paris Declaration is represented in their policies and guidelines. It gives key findings and conclusions for the five Paris Declaration commitments: ownership by countries; alignment with country strategies, institutions and procedures; harmonisation of donors' actions; managing for development results; and mutual accountability.
Of the conclusions, some note that most donors have yet to prepare their publics and adapt legislation and regulations necessary. It also shows that most partner countries need: stronger political engagement; and to more widely share responsibility for development within its government, legislatures, civil society, private sector and citizens. A number of specific strategic level recommendations are made for the period up to 2010.
