New learning: a Charter for Australian education (pdf 590kb)
The Charter is a call for change based on eight propositions that will shape the future environment of learning. Each proposition is supported by an action agenda, including a series of specific recommendations.The state of Australian education is examined in the first section of the Charter. Using comparative international data, and Australian data over time, the Charter shows that our education system is arguably in a state of crisis. The Charter argues that the present education system is not prepared to meet the demands of the new economy, and requires substantial qualitative changes on top of greater public investment.
The remainder of the Charter then focuses on new learning. Supported by over 60 graphs and tables, the Council contends that eight propositions will shape the future environment of learning. Each proposition is supported by an action agenda, including a series of specific recommendations.
