Civil society & improved governance in developing countries conference: keynote address (pdf 105kb)
This speech answers the question how the issue of governance in international development came about and advises caution on the part of donors in imposing government reform as a conditionality of aid until there is more knowledge on the subject.The keynote address provides three categories of reasons why outsiders (donor driven programs) are finding it hard to reform partner government institutions.
The author argues that there is no clear fit between modern institutions and underlying traditional society. Secondly a demand for political reform can not be built mechanically and on request, and thirdly more needs to be done to integrate the political and economic sides of development.
