Capacity, change and performance (pdf 740kb)
This is the final report of the European Centre for Development Policy Management's study on capacity development which began in 2002, containing the findings of 16 case studies exploring why capacity development occurs and what lessons can be learnt to improve external interventions.It explores issues surrounding capacity development, the context and the dimensions and the relationship between capacity development, change and improving performance. The study identifies five core competencies that are needed for capacity to be enhanced. These are: to engage; to manage or implement; to identify resources; to adapt and renew and to balance diversity and coherence.
The study of 16 cases took place over the period 2002-2004 and consists of programs for public sector, civil society and a combination of both for multi actors, single actors and formal networks, drawn from Southern America, South and South-east Asia and Papua New Guinea.
